Achievements of this section
1. Source minimization and resource recycling
(1) The recycling rate of Tainan city reached 45.83% in 2015, and the municipal solid waste declined
to 0.373 kg per capita per day. The kitchen waste recycling rate also reached 11.16%. Total waste:
622,117 tons in 2015 (increase of ~10,000 tons from 2014). Kitchen waste recycling rate decreased due
to increased waste.
(2) Explanation sessions for resource recycling: 126 sessions, 107,113 participants.
(3) Kitchen Waste Composting
a. 16,624 households composted kitchen waste in 2015 (+1,064 from previous year).
b. Promotion events: 49; household visits: 1,231.
c. 11 explanation sessions held; 1,261 participants; 124 borrowed compost cans.
d. 10 compost sites built in 2015; total: 21 schools, 6 associations, 3 villages.
e. “Shang-chieh fertilizer” sold in 20kg/3kg packages at 8 locations; 97,728 tons sold, NTD 568,700.
(4) Environmental Education Park auctioned 125 bikes, 5,099 furniture; income NT$2,557,359.
(5) Community Recycling Station Transformation
a. 15 suppliers assisted communities with waste sorting.
b. 13 local circulation systems completed (communities, buildings, villages).
(6) Management of Recyclers
a. Inspected 72 companies, 282 times; 19 found deficient, now corrected; 4 punished.
b. Inspected 131 antiquities suppliers 307 times; 35 required improvement; 9 punished; all corrected.
(7) Source waste reduction & recyclable waste inspection
a. 1,094 dry battery businesses inspected — no violations.
b. 73 suppliers checked for excessive packaging; 4 violated.
c. Plastic tray reduction by supermarkets: 87.19% (34,707 kg).
d. Inspected 396 companies/schools for plastic bags/tableware; 1 punished; all corrected.
e. Inspected 2,845 beverage shops — all compliant.
f. Inspected 1,066 Styrofoam-restricted shops; 6 required improvement.
g. Inspected 3,522 small restaurants’ waste oil flow; 22 required improvement.
(8) Enterprises responsible for recycling
a. Inspected 407 enterprises; 227 unregistered, 85 failed declarations, 95 missing labels — all corrected.
b. Inspected 1,205 vendors; 91 missing recycling labels — corrected on-site.
(9) Waste Cooking Oil Management
a. Inspected 3,287 businesses; 3 required improvement.
b. Issued 159 permits; 214 inspections; 3 improvements required.
c. Established traceability database; 275 businesses regularly report.
(10) Dengue Fever Management
a. Inspected 1,426 recycling enterprises — 40 fined.
b. Inspected 3,523 households — 12 fined.
c. Purchased 30,746 kg recyclables from 12 households for NT 31,952.
