Mobile Pollution Management Unit

The unit is in charge of the control over mobile pollution sources and noise pollution sources, along with legal regulating and interpreting for non-ionizing radiation. Duties include inspection or appraisal of pollutants, generating statistical reports, and policy advocacy.

Stationary Pollution Source Management Unit

The unit manages the placements, changes and operation permits of stationary pollution sources, performs inspection and fee collection for construction engineering and air pollution control, conducts pollutant appraisals, inspects construction engineering and open burning fields, promotes collective ritual paper burning, and generates statistical reports and policy advocacy.

Air Quality Management Unit

The unit is responsible for safekeeping and spending Air Pollution Funds, controlling air pollution, operating and managing air quality inspection stations, establishing and auditing purifying areas, controlling indoor air quality, and conducting policy advocacy.

Achievements of this section
Mobile Pollution Management Unit
  • (1) Conducted 1,729 roadside diesel vehicle inspections; 436 vehicles inspected and 529 disqualified cases reported.
  • (2) Inspected 6,165 vehicles via visual identification, public reports, and voluntary inspections. 1,533 vehicles were notified; 270 disqualified; 4,632 voluntary inspections.
  • (3) All 857 official vehicles and 225 buses were fully inspected (100% inspection rate).
  • (4) Scooter exhaust emission inspection rate reached 81.0% in 2017—the highest ever and top in Taiwan.

  • (5) In 2017, there were 122,753 two-stroke scooters. From 2012–2017, 317,713 were phased out.

  • (6) Noise Control:
    • A. Conducted 192 monitoring events at 24 non-fixed noise monitoring sites.
    • B. Completed 57 motor vehicle noise detection tasks with Police and Motor Vehicle offices.
    • C. Roadside noise inspection on 1,094 vehicles; 151 detected, 51 failed and were summoned.
Stationary Pollution Source Management Unit

1. Stationary source control:
(1) Collected NT$17.84 million in air pollution fees; performed 324 audits. First-time supplementary payment rate reached 100% (2017 average 89%, 2016 average 79%).
(2) Processed 438 permit applications; inspected 750 operating permits, 79 found noncompliant.
(3) Conducted plume inspections: 9 PSN tests (SOx, NOx, PM), 3 dioxin tests, 3 heavy metal tests, collected 15 fuel samples; 3 locations failed PSN standards.
(4) Inspected 214 factories for fugitive particulate compliance; 12 were fined.

2. Construction Site Management & Inspection:
(1) 7,710 new construction sites declared fees totaling NT$152,756,441; 150 overdue cases reported.
(2) Inspected 20,800 events at 11,703 construction sites; emission reduction increased from 63.90% to 64.32%. Compliance rate improved from 77% to 90%.

3. Joss Paper Reduction: 5,373 participants donated NT$2.96 million; 1,515 tons of joss paper collected from 1,314 units.

Air Quality Management Unit

1. Air quality maintenance and improvement:
(1) 10-year improvement (as of 2017): PM10 ↓26%, PM2.5 ↓40%, SO2 ↓36%, NO2 ↓19%, NMHC ↓43%, O3(hr) ↓21%.

(2) AQI > 100 unhealthy days reduced by 1.9% from 2016, with a downward trend.

2. Street sweeping and washing:
(1) 67,261.1 km swept; 74,557.2 tons of discharge water used.
(2) Integrated sweeping/washing across 37 district teams, 9 industrial park units, and 78 businesses: total 359,531.0 km completed.

3. Indoor air quality improvement:
(1) Conducted 147 inspections across various public venues.
(2) Performed 101 follow-up inspections on substandard cases.
(3) Held cross-office meetings with 9 municipal units for responsibility coordination.

Tainan Low-Carbon-City Project Office

“Low-Carbon City” is one of Tainan's four development visions. Tainan became the only nationally recognized low-carbon model city in southern Taiwan in 2011. The “Perfect Ten: Low-Carbon Actions” were launched in 2012, designated as the first low-carbon year. Tainan also enacted the “Self-Government Rules for Making Tainan a Low Carbon City” on December 22, 2012.

Adaptation and Mitigation to Climate Change

“Resilience” is key to future-proof urban development. Mitigation aims to reduce greenhouse gas emissions, while adaptation prepares for impacts of global warming. Both must proceed simultaneously with public support.

Tainan will implement green policies, innovative regulations, and establish a low-carbon promotion commission to set clear targets and encourage public and industrial participation.
