initially. In October 1949 the unit was reformed
as Tainan City Police Headquarters health unit
and expanded its organization to take over the
night soil cleaning work that was handled by the
city farmers’ association. Because the agricultural
land quality was poor in the rural city, the chemical
fertilizer was in short supply and became very
expensive. Farmers were used to applying cheap
refuse and organic fertilizer such as night soil
to improve the ground soil. Therefore, the amount
gained from the sale of the refuse and night soil
was prepared as the budget to support all expenses
required for keeping the environment sanitary.
Because its organization was not approved by the
Taiwan Provincial Government in May 1951, it reorganized
two units dedicated to the night soil disposal
business and ordered Tainan City Night Soil Disposal
Commission directly subordinate to the City Government
to be dedicated to night soil disposal work. The
health unit was subordinate to the health bureau
in April 1964 and renamed as Tainan City Health
Bureau cleaning unit. On April 1, 1972, per the
order of Taiwan Provincial Government, Tainan
City Health Bureau cleaning unit and Tainan City
Night Soil Disposal Commission were consolidated
and reformed as Tainan City Cleaning Administration
Office. The Office’s address is the address of
Tainan City Night Soil Disposal Commission. Given
that the offices were too small and old to accommodate
the organizational members upon the consolidation,
in March 1980 23,556,00 NTD were disbursed based
on “purchase of assets by assets” to build up
a three-storey office building, parking lots and
auto maintenance center at No. 72, Lane 133, Sec.
2, Jhonghua E. Road. The new building occupies
an area of 8,515 square meters. The whole project
was finalized in June 1981. This Bureau moved
into the new address on June 22. As per the order
of Taiwan Provincial Government, it was reformed
as the Environmental Protection Bureau of Tainan
City on September 1, 1988. |
